INTRODUCTION

The Housing Authority of the City of Hartford (HACH) is seeking competitive proposals to perform Modernization Program Management Consulting Services to assist and manage the day-to-day operations of HACH’s Modernization Program. Throughout this RFP, the requested service provider will be referred to as Modernization Program Manager (MPM). Please refer to Section 2, Scope of Services for a complete description of Services. This entire procurement procedure and contract award is subject to U.S. Department of Housing and Urban Development (HUD), the State of Connecticut Department of Economic and Community Development (DECD), Connecticut Housing & Finance Authority (CHFA), the Connecticut Department of Housing (DOH) and any and all applicable Federal/State laws and/or regulations.

Services will include, but are not limited to, consultation and work related to administration and technical services required to administer all aspects of the HACH’s Modernization Programs.

This will also include preparation and submission of Capital Funding Program and DECD., CHFA budgets and documentation, strategic planning, portfolio assessment and recommendation for disposition, demolition, repositioning, review and recommendation of architects and engineers’ construction drawings and specifications, Section 3, Fair Housing, Equal Opportunity, Davis-Bacon Wage Rage Monitoring, and periodic construction inspections.

All activities will be performed in strict accordance with all guidelines and requirements established by HUD, DECD, CHFA or DOH as they may apply. Procurement and contract award are subject to all applicable Federal, State, and local laws/regulations.

Term Contract. The term of this contract will be for one year commencing on the date of award and may be may be renewed one year at a time for two (2) additional years upon mutual consent of the parties.

Non-Exclusive. This is not an exclusive contract. HACH reserves the right to separately bid for the management of major projects.

Funding. This contract is contingent upon continued funding availability from one or more sources including the federal Department of Housing and Urban Development (HUD) Capital Fund Program. In the event that funds are not available at any time during the contract term, HACH reserves the right to cancel the agreement. In such event, the contractor will be paid for satisfactory services provided to date of cancellation. \

Respondents must deliver in a sealed package one (1) original, and three (3) copies to the following location no later than 2:00 PM on Thursday, August 25, 2016.
