 is looking for a

 Property Manager Supervisor. 




Full time position with benefits.  Minimum salary is $70,000. 


Summary of Duties:


  • Working supervisor responsible for their own portfolio.  In this capacity within the federally-funded properties (LIPH), will supervise all Property Managers assigned to each housing site or AMP.

  • Supervise Property Managers to ensure successful execution of HACH Five Year and Annual Plan(s), development, training, site management, budgeting, and performance levels.

  • Ensure all LIPH properties are managed in full compliance with the requirements of the annual updates to the Admissions and Continued Occupancy Policy (ACOP).

  • Update and maintain procedural manuals, including changes in rules & regulations, as well as other policies governing ongoing housing management of HACH properties.

  • Identify, and work with Property Managers to implement, strategies to ensure HACH’s properties provide attractive housing options for households.

  • Work with Property Managers on policy and procedure development and direction, budget development and fiscal affairs to ensure compliance with Federal, State and local mandates and in accordance with HACH goals.

  • Oversee the annual LIPH operating budget and assist Property Managers on development of budgets for their assigned properties.

  • Review property budgets with each Property Manager on a quarterly basis and determine the material cost of significant budget variance and provide corrective action.

  • Work with Property Managers and Tenant Accounts Receivable personnel on rent collection and summary process with the goal of 98% or greater achieving the maximum on our PHAS scores.

  • Schedule move out unit inspections 2-3 days prior to the move and work collaboratively with Operations to determine any damage that should be recouped from the tenant security deposit.

  • Work with Field Operations Manager to ensure the turnover of vacant within a 20-day average unit turnaround time and an occupancy rate of 98% or greater respectively, to maximize our PHAS scores.

  • Work with the Field Operations Manager to ensure adherence to HUD’s Uniform Physical Condition Inspections (UPCS), mandating that all of the building systems, common areas, exteriors, units and sites must be inspected at least once a year.

  • Manage emergency responses 24/7 (during working hours, after working hours, holidays and weekends) for assigned developments.  Property Manager(s) are required to be onsite at their assigned properties when dealing with emergencies that affect the health and safety of the tenants.

  • Conduct and/or ensure timely completion of all annual unit inspections and the efficient completion of the work and work orders associated with same.

  • Ensure move-out and move-in inspections are done on a timely basis and arrange for vacancy preparations.

  • Conduct interim re-certification in accordance with HUD and HACH (ACOP) requirements; including timely changing of rents and required notifications to tenants

  • Directly responsible for managing day-to-day operational needs for one or more housing developments, to ensure safe, decent and affordable housing standards are met.

  • Ensure effective lease enforcement and timely responses to legal issues.

  • Monitor and coordinate vacant unit turnover to within goal of 20 days.

  • Maintain an occupancy rate of 98% for assigned housing properties.

  • Conduct post move-in unit visits within first 30 days of tenancy to all households to welcome household and conduct follow-up briefing on house rules and other program requirements.

Summary of Qualifications:

  • Bachelor’s Degree in related field preferred with at least two (2) years’ experience on a supervisory level with property managers or similar positions.

  • Must have at least five (5) years’ experience as a Property Manager.

  • Public Housing Manager Certification preferred

  • Public Housing experience preferred.

  • Demonstrated working knowledge of federal and state housing laws and regulations

  • Demonstrated working knowledge of HUD Housing Quality Standards and UPCS inspection requirements.

  • Proven ability in organizational development, staff development and matrix management.

  • Demonstrated ability to work and make effective decisions independently, to take initiative, to make appropriate decisions, to accept responsibility, to be accountable.

  • Demonstrated computer literacy/proficiency in MS Office products required, related property management software is required, and Emphasys Elite preferred.

  • Demonstrated ability to work with diverse groups of people in routine and stressful situations.

  • Basic knowledge of the principles of budget development.

  • Ability to work extended hours within a stressful and demanding environment.
